GreenMax was retained as a sub-consultant to Trama TecnoAmbiental (TTA) under the UNDP Facilitating Renewable Energy and Energy Efficiency Applications for Greenhouse Gas Emission Reductions Project (FREAGER) to support the design and implementation of an off-grid code and associated regulations in Papua New Guinea.

The project included preparation of a complete mini-grid regulatory framework for all public and private sector market actors, including comprehensive guidelines for mini-grid operators/service providers around project licensing and registration (including application forms and contract templates); commercial arrangements and tariff determination; installation, O&M and quality-of-service regulations; and grid interconnection procedures. The assignment concluded in March 2022 with publication of the PNG Off-Grid Regulation for Small Power Systems, which was subsequently ratified by the PNG National Energy Authority.
