Edward HoytSenior Consultant, PARSE, Central African Republic

Edward Hoyt has 30 years of experience as a manager of programs and studies on clean energy policies, projects and financing mechanisms, specializing in energy access, grid-scale and distributed renewable energy, donor-funded programs and development finance initiatives across Sub‑Saharan Africa and Latin America. At GreenMax, he is currently serving as Team Leader for the World Bank–funded PARSE energy access fund in the Central African Republic, which will provide grants to expand standalone solar and productive‑use energy solutions throughout the country.
Edward has previously held leadership roles in clean energy program design, strategy development, and fund structuring at Chemonics International, Abt Associates, Nexant, and Econergy International, working with clients including: USAID (Power Africa and its predecessor, the Africa Infrastructure Program); USTDA; the World Bank; the Inter-American Development Bank; the Andean Development Corporation (CAF); other donor agencies including GIZ, KfW, UNEP-FI, UNDP; and private companies in the U.S. power sector. His work has spanned mini‑grid and off‑grid solar market development, renewable energy policy development, energy enterprise financing, power sector project development, and development of carbon emissions reduction projects.
He holds a Master’s degree in International Environmental Policy and Economic Development from the Fletcher School and a Bachelor’s degree in Political Economy and Middle Eastern Studies from the University of Pennsylvania. He is fluent in English and Spanish, proficient in French and Portuguese, and speaks some Arabic.
