Hatem Mahbouli is a senior consultant with nearly two decades of experience in development finance and impact investment. He specializes in providing early-stage companies and financial intermediaries with energy access and financial services across Africa and Asia.

As a consultant at GreenMax, Hatem supported the preparation of an electrification roadmap and RBF facility to deliver off-grid energy services to underserved areas in Mozambique for Fundo de Energia (FUNAE).

Hatem previously worked as a Senior Investment Officer at the Electrification Financing Initiative (ElectriFI) and as an Investment Officer at the Netherlands Development Bank (FMO). He has led project finance and receivable-backed investments in electrification projects and clean energy companies in Africa and Asia, including solar home systems, mini-grids, and IPPs. He has also collaborated with various impact investors and donors, including Triodos, RVO, responsAbility, Energize Africa, and Power Africa.

Hatem is a Chartered Financial Analyst (CFA), holds an M.B.A. from Georgetown University in Washington D.C., and a M.Sc. in Information and Communication Technology from the Institut Mines–Telecom in Paris, France. He is fluent in English, French and Arabic.
