In 2021, GreenMax, in association with Energio Verda Africa, was retained by the Mozambique Energy Fund (Fundo de Energia, FUNAE) to prepare an off-grid electrification roadmap and design a results-based financing (RBF) facility targeting the standalone solar sector to deliver off-grid energy services to underserved areas in Mozambique. To inform preparation of the roadmap and RBF facility design, the GreenMax team conducted extensive market research covering rural electrification; productive use of energy equipment and appliances; and clean energy financing solutions to promote affordable off-grid electricity access solutions for Mozambicans living in remote and underserved areas. The scope of work included a review of the regulatory framework; GIS analysis and mapping; stakeholder interviews; and field surveys at the provincial-level. The final roadmap provided a comprehensive planning framework together with recommendations and possible options to support its successful implementation, including fiscal incentives for solar products and providing results-based financing for SHS sales.
