In 2017, GreenMax was retained by GGGI to support the Government of Vanuatu with design and implementation of the Vanuatu National Green Energy Fund (NGEF). GreenMax initially conducted an assessment of financial instruments to be deployed by the Fund, and subsequently prepared the Business Plan for the NGEF. The objective of the assignment was to guide successful implementation and operation of the NGEF as an independent institution owned by the Government of Vanuatu. The Business Plan included (i) a comprehensive fund operation manual, (ii) a targeted investors list and stakeholder engagement strategy, (iii) a financial model, (iv) a risk analysis framework, and (v) an implementation roadmap for the Fund. The assignment concluded with a final workshop and series of presentations delivered to key stakeholders in Port Vila. The NGEF became operational in 2020.

GreenMax team members with representatives from the Provincial Government of Hog Harbour village on the island of Espiritu Santo, Vanuatu, following a meeting with the local community to discuss the introduction of a government-sponsored rural electrification program.
