DRC Mwinda Fund

With funding from the World Bank, the Project Management Unit within the Congolese Ministry of Energy (Unité de Coordination et de Management des Projets du Ministère des Ressources Hydrauliques et Électricité, UCM), together with the National Rural Electrification Agency (Agence Nationale de l’Électrification et des Services Énergétiques en milieu Rural et périurbain, ANSER), have launched the Access, Governance and Reforms Project for the Electricity and Water Sectors (Projet d’Accès, de Gouvernance et de Réformes des secteur de l’Electricité et de l’Eau, AGREE), which aims to increase both grid and off-grid energy access in the DRC and to increase the capacities and performance of public institutions and private companies providing energy services in the country.

Under a component of the AGREE project, the World Bank has provided $65m in funding to the government of DRC for the Decentralized Energy Fund (Mwinda Fund, Fonds Mwinda), an RBF facility that will provide grants for solar home systems, mini-grids and clean cooking solutions in the country. UCM is the fiduciary agency, while ANSER is supervising the facility’s implementation.

In 2024, GreenMax was retained to develop and manage the implementation of the Mwinda Fund in the DRC, which will run over a five-year period from 2025-2029. The Mwinda Fund is structured to be a $500m facility. In addition to managing the Fund, GreenMax will assist UCM/ANSER with raising the capital necessary to bring the Fund to its intended size.
