DRC PIFORES Clean Cooking Facility

With funding from the World Bank, the Congolese Ministry of the Environment and Sustainable Development (Le Ministère De L’Environnement et Développement Durable, MEDD) Forest Investment Program Coordination Unit (Unité de Coordination du Programme & Investissement pour la Forêt (UC-PIF) and the National Rural Electrification Agency (Agence Nationale de l’Électrification et des Services Énergétiques en milieu Rural et périurbain, ANSER) have launched the PIFORES (Programme d’Investissement pour la Forêt et la Restauration des Savanes) Clean Cooking RBF Facility. The objective of this facility is to promote clean cooking solutions in order to improve the management of forest landscapes and strengthen the livelihoods of communities in the DRC. PIFORES is structured to be a $16m facility.
In 2025, GreenMax was retained to develop and manage implementation of the PIFORES Clean Cooking RBF Facility over a two year period from 2025-2027. The GreenMax team will provide technical support to UC-PIF and ANSER to design and implement the RBF mechanism through the following activities:

- structuring of the facility (operations manual, procedures, tools, framework);
- due diligence to identify eligible clean cooking operators for funding and assistance;
- disbursement, monitoring and verification of RBF payments;
- integration of environmental, social and governance (ESG) standards; and
- institutional strengthening of UC-PIF, ANSER and other project stakeholders.
