Albert Butare has more than 30 years of energy, technology, renewable energy and climate change experience in Africa, with expertise in high-level public policy, project management and implementation, engineering, and social and economic development. Albert is a former Minister of State responsible for Energy and Water Infrastructure in the Republic of Rwanda, a position he served in from 2005-2009. Among his most significant achievements as Energy Minister, he introduced the first cost-reflective tariffs in the country’s electricity sector and took measures to promote the development of renewable energy through the country’s green growth path initiative.
Albert is the Founder and Chief Executive Officer of Africa Energy Services Group Limited, an affiliate of GreenMax in Kigali, Rwanda. Albert serves as GreenMax’s Regional Director for Africa, having led several consulting assignments across the region, including for the African Development Bank, US trade Development Agency and World Bank.
Albert has a Ph.D. in Energy Policy from Glasgow Caledonian University in Scotland; a M.Sc. in Engineering from the University of Flensburg, Germany; and a B.Sc. in Industrial Process Engineering from the University of Dar es Salaam, Tanzania. Among other undertakings on the continent, Albert currently serves as a senior energy and climate change advisor to the Kingdom of Lesotho. He is fluent in English, Kinyarwanda and Kiswahili and proficient in German and French.
