André Kabwe BibombeLead, PIFORES Clean Cooking Fund, DRC

André Kabwe Bibombe is leading the implementation of the World Bank-funded PIFORES Clean Cooking RBF Facility, a $16M results-based financing program supporting the deployment of clean cooking technologies for 500,000 households across the Democratic Republic of Congo. The initiative is part of the national Forest and Savannah Restoration Program (PIFORES) and is implemented in partnership with the National Rural Electrification Agency (ANSER).
André brings over 30 years of experience in energy planning, renewable energy, clean cooking, and electricity infrastructure development in the DRC. He previously served as Deputy Secretary of the National Energy Commission (CNE), where he led national studies and project coordination in electrification and renewable energy, and as a Senior Analyst at the Centre for Climate Change Adaptation and Integrated Rural Development, where he specialized in energy systems planning.
He holds a Master’s in Hydraulic Engineering from the University of Kinshasa and an Engineering Master’s from the University of Lubumbashi. André is a member of the National Order of Civil Engineers and is fluent in French, English, Lingala, and Tshiluba.
