Hubert Nkaotuli Apankanga supports the design and implementation of the Mwinda Fund Guarantee Facility, which mobilizes local bank lending for decentralized energy solutions in the Democratic Republic of Congo.

Hubert brings more than 12+ years of experience in banking, credit risk management, and access-to-finance programming across Central Africa. He has extensive experience structuring and managing credit guarantee mechanisms, developing financial products, and working with banks, microfinance institutions, and development partners to expand SME and agricultural finance. Prior to joining GreenMax, he served as Project Management Specialist for Market Competitiveness at USAID/DRC, where he supported DFC (US Development Finance Corporation) – SIDA ( Swedish International Development Agency) loan portfolio guarantees and private sector engagement, and previously held roles with Tetra Tech and Banyan Global leading access-to-finance initiatives.

Hubert holds a Master’s degree in Financial Management and a Bachelor’s degree in Economics and Management from the University of Kinshasa. He is fluent in French and English and also speaks Lingala and Swahili.
