Mahaman Laouali Ousmane is the President and CEO of Tessa Power SARL, a renewable energy IPP that operates in Niger, with affiliate companies in Mali (Tessa Energy Mali SARL) and Nigeria (Tessa Renewable Nigeria Ltd.), with more than 300 MW of solar PV micro-grids, wind projects and Special Economic Zones (SEZs) under development across all three countries. Mahaman has more than a decade of experience in the energy sector, specializing in renewable project finance, wholesale electricity markets, electricity market design and structuring, and power system engineering.

As a consultant at GreenMax, Mahaman led an update of the World Bank Regulatory Indicators for Sustainable Energy (RISE) index for Niger and supported an off-grid solar market assessment in Niger for the World Bank-funded Regional Off-Grid Electrification Project (ROGEP).

Previously, Mahaman worked as a project manager in the Office of Electricity and Renewable Energy of the Ministry of Energy and Mines in Niger. Prior to establishing Tessa Power in 2015, he worked for several European power utilities in Spain and France.

Mahaman received an International Erasmus Mundus Master of Engineering in electrical power industry from ICAI-School of Engineering (Universidad Pontificia Comillas, Madrid-Spain, University of Texas at Austin), an International Erasmus Mundus Master of Science in Economics and Management from Delft University of Technology-Netherlands, Ecole Supérieure d’Electricité University Paris XI, a M.Sc. in Physics-Renewable Energy from University Abdou Moumouni, Niamey-Niger and Postgraduate Certificate in Electricity, Oil and Gas Markets from Florence School of Regulation, Italy. Mahaman received two Certificates of Appreciation for “Doing Business 2020 and 2021” from the World Bank Group.He is fluent in English and French.
