Richard Saing is a senior energy sector professional with more than two decades of experience in the renewable energy and energy efficiency sectors in the Philippines and Asia-Pacific region. In the Philippines, Richard manages the Alliance for Sustainable Energy Management Solutions for All, a partnership that brings together government and private sector stakeholders to develop, implement, and evaluate energy efficiency and renewable energy projects and programs in the country to improve power system reliability and reducing emissions.

As a consultant at GreenMax, Richard supported preparation of a national energy efficiency roadmap for Papua New Guinea on behalf of UNDP.Previously, he served as the National Project Coordinator for the UNIDO Philippine Industrial Energy Efficiency Project in Manila. He also conducted energy audits of SMEs across the Philippines (Cebu, Negros, Siquijor and Bohol Islands) under the Small Enterprise Technology Upgrading Program. He has served as a professor in the field of engineering at various universities across the Philippines.

Richard is a Certified Energy Auditor, Certified Energy Manager and a Certified Monitoring and Verification Professional. He has a Ph.D. in Sustainable Energy and Technology Management from Cebu Technical University in the Philippines and a M.Sc. in Engineering with a focus on Energy Planning and Policy from the Asian Institute of Technology in Bangkok, Thailand. He is also Dean of the School of Engineering, Technology and Architecture of the University of the Visayas, Cebu, Philippines.
